BCCI Extends IPL Anti-Discrimination Code Beyond Season

The Board of Control for Cricket in India (BCCI) has taken a significant step in reinforcing its commitment to inclusivity and respect within the Indian Premier League (IPL) by extending the application of the IPL Anti-Discrimination Code beyond the conclusion of the playing season. The move ensures that players, officials, and stakeholders remain bound by the Code for up to three months after their contracts expire, and the BCCI retains jurisdiction over any misconduct that occurred during or prior to that period.

According to an 11-page document shared with franchises and accessed by Cricbuzz, all players and team officials must comply with the Anti-Discrimination Code until three months after their contracts end. The BCCI will continue to have authority over participants for any violations that took place before or during this post-contract period.

This jurisdictional extension aims to prevent individuals from evading accountability simply by leaving the league at season's end. The decision reflects the BCCI's growing focus on preserving the integrity, popularity, and public image of the IPL by ensuring a zero-tolerance stance on discriminatory behavior.

Defining Discriminatory Conduct

The Anti-Discrimination Code clearly distinguishes itself from the general Code of Conduct. It defines prohibited conduct as "any action—through language, gestures, or otherwise—that is likely to offend, insult, humiliate, intimidate, threaten, disparage, or vilify any individual based on their race, religion, culture, colour, national or ethnic origin, sex, gender, sexual orientation, disability, marital status, or maternity status."

The scope of the Code includes not just players and team officials but also umpires, match referees, and even spectators, ensuring a comprehensive safeguard against hate and bias in the cricketing environment.

Graded Penalties and Rehabilitation

Sanctions for violations under the Code are tiered based on severity and recurrence:

  • First offence: Suspension of 4 to 8 matches
  • Second offence: Suspension of 8 matches to a lifetime ban from the IPL
  • Third or subsequent offence: Suspension of one year to a lifetime ban

In all cases, the offending individual will be mandatorily required to undergo a structured education or counselling program focused on awareness and understanding of the issues related to their offense. This rehabilitative component underscores the BCCI’s intent to reform as well as punish.

Enforcement and Oversight

The BCCI Ombudsman will be responsible for adjudicating cases under the Code. However, the document explicitly states that the Ombudsman "will have no jurisdiction to adjust, reverse or amend the results of any match," preserving the sanctity of match outcomes while ensuring fair disciplinary processes.

Decisions made under the Anti-Discrimination Code will be automatically recognized and enforced by the BCCI and all franchisees without additional formalities. Each franchise is contractually obligated to comply with the Code as a condition of participation in the IPL.

Reports of misconduct can be filed within 36 hours of an incident by umpires, match referees, team managers, authorized franchise representatives, or the General Manager of Game Development at the BCCI. A formal inquiry will follow such reports to determine appropriate action.
