A political firestorm has been brewing in Formula 1 in recent weeks and months over whether engine manufacturers have found a loophole in the new 2026 technical regulations. Mercedes and Red Bull are believed to have discovered a way to improve performance through their interpretations of the engine cylinder compression rules, which changed the ratio from 18:1 to 16:1 this season.

What is the compression ratio and why does it matter?

The compression ratio measures how much fuel can be compressed inside the engine's six cylinders before ignition occurs. The first number represents the cylinder's volume when the piston is at its lowest point, while the second is the volume at the piston's highest stroke. A higher ratio means the engine can squeeze more of the air and fuel mixture, allowing it to extract more power from the same amount of fuel — a significant advantage given that fuel flow is restricted to a maximum energy flow rate of around 3,000 megajoules per hour.

However, if the compression is pushed too far, it becomes counterproductive. The ratio was lowered from 18:1 to 16:1 for the 2026 season as part of a sweeping technical regulation overhaul, partly to make power unit development easier for newer engine manufacturers. This season's power units also rely on significantly more electrical power than previous generations, with almost a 50/50 split between internal combustion engines (ICE) and electric power.

The loophole explained

The controversy centres on when and how the FIA scrutineers check the compression ratio for compliance. According to Article C5.4.3 of the technical regulations, measurements are taken "at ambient temperature" — meaning when the engine is at the temperature of the surrounding environment, which is cooler than when the engine is running on track.

It is believed that Mercedes and Red Bull may have found a way to comply with the 16:1 limit when the cars are stationary and the engines are cool during checks, but effectively reach an 18:1 ratio when running hotter on track. The advantage could amount to a few tenths of a second per lap, depending on the circuit.

This is bigger than just two teams. Mercedes supplies engines to Alpine, Williams and McLaren, while Red Bull supplies engines to itself and Racing Bulls — meaning the potential advantage extends across a significant portion of the grid.

Paddock reactions: "A championship of engineering prowess, not rule interpretation"

FIA single seater director Nikolas Tombazis addressed the controversy in a recent FIA video about the 2026 technical regulations.

"It's impossible when we have new rules not to have such areas of discussion. That's always been the case. I think what has changed is that we are determined to make this a championship of competition between the best drivers, the best engineers, the teams, but not a championship of rule interpretation. We want it to be a championship of engineering prowess as well as driving prowess, but not who's a smarter rule interpreter."

Mercedes team principal Toto Wolff, speaking during the first round of preseason testing in Bahrain, defended his team's approach:

"All along the process, when you design an engine, you're keeping the FIA very close to the decisions you make, and that's what we did. We have had all the assurances that what we did was according to the rule."

Audi team principal Jonathan Wheatley struck a diplomatic tone during a news conference in the second week of testing: "I know that each power unit manufacturer is working very closely with the FIA on this topic, and we trust 100 percent in their ability to manage this right the way through this entire set of technical regulations. So I think on our part, it's in safe hands."

Red Bull's Laurent Mekies emphasised the need for clarity over the specific direction of any rule change: "The simple truth is that we don't really mind if the regs goes left, if the regs goes right. What we absolutely want, to Jonathan's point, is clarity on what we can do and what we cannot do."

Williams team principal James Vowles downplayed the significance of the issue, calling it "just noise" and suggesting there was "probably a misunderstanding of just how significant it is," while acknowledging he understood why everyone was focused on it.

Mekies, however, pushed back: "It's true that it's early days, but it will come to a point very quickly where any competitive advantage, whether it is one, two, three, whatever number of tenths [of a second], is going to make a difference."

FIA proposes rule change as vote opens

In a statement, the FIA confirmed it has been aware of the issue since it first emerged late last year. The governing body acknowledged that "the new limit naturally raises questions about interpretation and compliance" and noted that "adjustments to the regulations or measurement procedures can be considered for the future."

Rival engine manufacturers have been pushing for the FIA to close the loophole so the 16:1 ratio also applies when engines are hot. In the last two weeks, Red Bull changed its position on the matter, aligning with Ferrari, Audi and Honda. With four out of five engine manufacturers now in agreement, a rule change could be pushed through if they form a supermajority and both Formula One Management (FOM) and the FIA support it.

The four OEMs pushing for the change wanted it resolved before the Australian Grand Prix, with first practice scheduled for March 6.

The FIA has now announced a proposed change is open for e-voting among power unit manufacturers, with results expected in approximately 10 days — before the homologation date of March 1. The FIA World Motor Sport Council will need to give final approval for any regulation changes.

In a significant development, the FIA confirmed: "Over recent weeks and months, the FIA and the Power Unit Manufacturers have collaboratively developed a methodology to quantify how the compression ratio changes from ambient to operating conditions. Following validation of this approach, a proposal has been submitted whereby, from 1 August 2026, compliance with the compression ratio limit must be demonstrated not only at ambient conditions, but also at a representative operating temperature of 130°C."

Early signs of a wider gap

While it remains early days in the 2026 season, there are already signs that the teams may not be as closely matched as they were during the razor-thin margins of the 2025 campaign.

Carlos Sainz, 31, said in Williams' post-Day 3 testing recap: "It is clear that the gap between teams is not as tight as last year, at least not for now."

With the Australian Grand Prix fast approaching and the homologation deadline of March 1 looming, the clock is ticking for F1's power brokers to reach a resolution — or risk heading into the new season with the controversy still unresolved.
